it is not typically the norm for direct attack, as there always runs the risks of leaks occurring when you don't have absolute control of an operation. but every now and then something occurs where they do need to open their doors for further aid from their head organization, and usually you want the best of the best on those types of missions. not only to make sure the operation runs smoothly, but simply because you want to look good in front of other sectors.
it starts out normal enough. a simple bank robbery on a surface level, and chisato rounds up all of the ones involved relatively quickly. what stands out, however, is that when she takes a closer look at their tools they all seem... strangely advanced. a later interrogation reveals that they bought them from some unknown seller, and it's at this point in the investigation that chisato was "politely" booted out, much to her annoyance. every time she asked kusunoki about it, she was rebuffed to the point that it was almost insulting. but after a few weeks of this, chisato moves on as much as she's able to as more work gets put onto her plate (although she does ask kurumi to keep an eye on things for her, in case anything shows up online).
kurumi is how they are not completely caught by surprise by the attack. she catches some whisperings on the web, and while not enough to figure things out completely, it's enough so that they're out patrolling the city when the attack occurs. chisato is in the middle of helping civilians evacuate when she gets called by da, and is instructed that they will be working with another group to stop the attack. when she asks for more information, she's told that it will come later. when she asks if she can bring takina with her, she's told no, takina has been tasked with something else. it is, once again, annoying, but this seems big enough that chisato doesn't argue against it.
she's told that there is someone by the name of troy dantes that she should attempt to rendezvous with, and the name is familiar enough that she doesn't have to look it up. but it also does give her a better idea of what they're probably dealing with here, if it's archons. and it's when the da are finally able to brief her on the situation that she sees a man in the distance who, while she has never met him in person, is still a recognizable figure. ]

It was something straight out of a movie, alien invaders flooded the city of Tokyo by crawling out of the bay, overwhelming even the nearby prefectures with their sheer numbers. A lot of lives and properties were lost and destroyed in the conflict, but had it not been for the Regency's direct intervention this time, more lives would even be lost as governments were ready to take the nuclear option.
The city has turned into a war zone, as more civilians are getting rescued and more of the combined militaries of Japan and the US are trying their best to contain the spread of these creatures. Not many who leave the perimeter and into the city itself make it back, and things are looking more grim the closer Chisato gets to the city from where she was evacuating civilians. Camps of soldiers, many of them wounded and exhausted just let Chisato pass, only giving her a short glance as she stands out among the gruff older people around her.
Soon enough she won't be the only one standing out. Despite the general misery of the atmosphere, the sight of a tall armored super man gives people hope. After her briefing, Troy just arrived from a mission in the danger zone. His advanced power armor bears scruffs, plasma burns, and dirt on it's dark surface. All of that coupled with him taking command of the situation, that Troy catches the attention of people around him. He directs people to help out the rescued civilians, and the few surviving soldiers to get medical attention. Troy hasn't stopped working since he was deployed here, going in an out of the safe zone to rescue more civilians and destroy lingering alien presences. Despite that, he still looks like he's got a lot more energy to give when Chisato waves at him. ]

He won't be surprised if there's still a good number of people who believe the evacuation was due to a tsunami, if they haven't been updated of the truth yet. It's going to be hard to cover this up now that soldiers have seen and died from these aquatic monsters, but that's neither his or Chisato's problem right now.
